Developer Contributions Principal Planner East London / Hybrid
37.84 per hour (Umbrella)
A leading East London Local Authority is seeking an experienced Developer Contributions Principal Planner to join their Planning Service on an interim basis.
This key role will focus on the management and delivery of developer contributions, including Section 106 agreements and Community Infrastructure Levy (CIL) matters. The successful candidate will provide specialist planning expertise, negotiate planning obligations, and work closely with internal and external stakeholders to maximise the delivery of infrastructure and affordable housing benefits.

This key role will focus on the management and delivery of developer contributions, including Section 106 agreements and Community Infrastructure Levy (CIL) matters. The successful candidate will provide specialist planning expertise, negotiate planning obligations, and work closely with internal and external stakeholders to maximise the delivery of infrastructure and affordable housing benefits.
Key Responsibilities
- Manage and negotiate Section 106 planning obligations and CIL-related matters.
- Assess and advise on viability-related submissions and planning applications.
- Re-negotiate deeds of planning obligation, particularly relating to affordable housing delivery.
- Build and manage relationships with developers, infrastructure providers, council services and other stakeholders.
- Facilitate the allocation and expenditure of developer contribution funds.
- Interpret complex legal agreements, deeds and technical submissions.
- Enhance and develop the use of Exacom for monitoring and reporting purposes.
- Prepare high-quality reports with clear, evidence-based recommendations.
- Deputise for senior managers as required.
- Strong understanding of planning obligations, developer contributions and viability matters.
- Proven experience negotiating and re-negotiating Section 106 agreements.
- Excellent stakeholder management and communication skills.
- Experience interpreting complex legal and planning documentation.
- Strong report writing and analytical abilities.
- Experience using Exacom or similar developer contributions management systems is desirable.
- RTPI or RICS membership; or
- A relevant degree qualification; or
- Significant equivalent professional experience within planning and developer contributions.
